Little Boy Blue's skill doesn't have any cooldown after you cast it, so he can do it as many times as he wants, as fast as he wants, from as far away as he wants. Combine it with a strong card that's usually limited by movement like Super Lizard or Kyuubi no Kitsune and you have a highly mobile, very strong card.
EDIT: But Derrick pointed out to me that any card that either has very long range like Ondine or can teleport like with Skedaddle, can destroy Little Boy Blue easily. So maybe this isn't a completely broken strategy.
